Shelley Hymes

Founder and President


Shelley Hymes is the Founder and President of Angel Enterprises, a dynamic and widely respected public relations and special events firm based in Washington, DC. Ms. Hymes applies her broad knowledge of the executive and legislative branches of government, extensive experience planning and executing successful communications efforts, outstanding track record of managing public education campaigns, and unsurpassed skills at special event planning to meet client demands for the very best of a wide range of promotional services.

Prior to forming her own company, Ms. Hymes was a Director in Burson-Marstellerís Public Affairs practice in the Washington, DC office. During her tenure, she managed several successful initiatives on behalf of Burson-Marstellerís clients, including serving as Director of Dedication Ceremonies for the World War II Memorial, an award winning public relations outreach that attracted over 100,000 veterans and their families to the National Capital region for several days of once-in-a-lifetime events.

Previously, Ms. Hymes was appointed Director of the Office of the 21st Century Workforce by President George W. Bush. This program was created and designed by President Bush and U.S. Secretary of Labor Elaine L. Chao to serve as a catalyst for change in the American workforce and to shine a spotlight on the challenging and changing realities of the 21st century workplace. Ms. Hymes represented the Bush Administration and Secretary Chao at numerous national and international labor conferences, and fulfilled an extensive speaking schedule, including presentations before the European Unionís Workforce Working Group in Brussels, Belgium and at the Euro-American Womenís Council in Athens, Greece.

Earlier in her career, Ms. Hymes was Executive Director of the U.S. Congressional Joint Economic Committee (JEC), under the leadership of U.S. Senator Connie Mack. With her leadership, the JEC hosted groundbreaking high-technology summits where industry leaders were able to meet and address members of the House and Senate for the first time. Ms. Hymes also spearheaded the JECís adoption of many new technologies, such as accepting congressional hearing testimony via satellite. The Committee was widely recognized during her tenure for producing well-written and easily accessible publications on international and domestic economic policy issues.

Other positions held by Ms. Hymes include: Communications Director at the New River Media Group, Press Secretary for Chairman Michael J. Boskin at the White House Council of Economic Advisers, and Special Assistant to Secretary Jack Kemp at the U.S. Department of Housing and Urban Development.

Ms. Hymes holds a bachelors degree in political science from Rollins College in Winter Park, Florida.


Karla E. Quist

Director of Special Events


Karla Quist serves as the Director of Special Events for Angel Enterprises. She brings to the firm over a decade of special events experience, having produced events ranging from intimate black-tie dinners to widely attended multi-day conferences. Her extensive resources, skills, and savvy in the events arena, coupled with meticulous attention to the smallest of details, means seamless and successful events for each of Angelísí clients.

Prior to joining Angel Enterprises, Ms. Quist served as Manager of Special Events for Van Scoyoc Associates, Inc. (VSA), the largest independent government affairs firm in Washington. At VSA, Ms. Quist worked directly under the firmís president, Stu Van Scoyoc, in planning and managing all aspects of special events, conferences and meetings. Additionally, Ms. Quist managed events and client conferences on behalf of VSAís three subsidiary companies: The Implementation Group, Inc., Capitol Decisions, Inc., and Van Scoyoc Kelly PLLC.

In recent years, Ms. Quist furthered her event planning experience by lending a hand at a number of high profile events including the 2004 Republican National Convention, the American Heart Associationís Hearts Delight Wine Tasting & Auction, Toyota Motor North Americaís Presidential Welcome Reception and the International Special Events Societyís 2004 Capital Awards Gala.

Ms. Quist holds a Bachelor of Arts degree in political science from Guilford College, and a Professional Certificate in Event Management from the School of Business at The George Washington University. She is currently a member of the Greater Washington, D.C. chapter of the International Special Events Society.


Jessica M. Marks

Public Affairs Specialist


Jessica Marks focuses on the public affairs side of Angel Enterprises. Prior to joining the Angel Enterprises team, Ms. Marks worked at Democracy Data and Communications, an industry leading technology firm focusing on PAC management and grassroots solutions. While there, Ms. Marks managed DDCís internal and external events, as well as the day-to-day management of the office.

Previously, Ms. Marks worked as an Opposition Researcher for Kennedy Communications, a campaign consulting firm in Washington D.C. There, she excelled in conducting extensive in-depth research for local, state and federal elections.

Ms. Marks hold a Bachelorís degree in Political Science from American University.
